Town Hall Steps on a 3m low?

I wasn't planning to get out this weekend but it's Friday evening and I'm getting cabin fever already. I have plans tomorrow and Sunday daytime and so my only chance to get out is late Saturday evening. I'm thinking Town Hall Steps down to low water fishing 21:00 down to low at 00:05 and possibly an hour back up, but it'll be a 3m low and I'm not sure whether it's worth fishing on such a small tide. Is it likely to be at all productive on a small tide?
